OpenAI's Sam Altman Pushes for Expanded Chips Act Tax Credit to Boost AI Growth in the US (2025)

OpenAI's CEO, Sam Altman, is urging the U.S. government to expand the eligibility of the Chips Act tax credit to foster AI growth. This comes as the country aims to solidify its position as a global leader in artificial intelligence. Altman's plea follows a letter from OpenAI's Chief Global Affairs Officer, Chris Lehane, to the White House, requesting an extension of the Advanced Manufacturing Investment Credit (AMIC) to cover AI server production, data centers, and grid components. The AMIC is a federal tax incentive designed to boost domestic semiconductor manufacturing. Altman believes that U.S. re-industrialization across the entire AI stack, from fabrication to steel production, will benefit the industry and others. However, he emphasizes that the tax credit is distinct from federal loan guarantees, which OpenAI has previously discussed with the U.S. government to support chip factory construction. OpenAI has committed to investing $1.4 trillion in computational resources over the next eight years, driven by the booming demand for AI models and products, including the widely used ChatGPT. Despite this, David Sacks, the White House AI and crypto czar, has stated that there will be no federal bailout for AI.
